Based in Irvine, California our California Government Relations practices provides lobbying services before the California State Legislature, the Executive Branch, and all State Agencies. Our recent regulatory advocacy includes the California Public Utilities Commission, Cal-STA, Department of Water Resources, Cal-EPA, State Water Resources Control Board, Department of Fish and Wildlife, and the Department of Insurance.

With over a decade of energy experience and knowledge of energy policy, renewable energy (solar, wind, base-load technologies), energy storage, generation, transmission interconnection, and micro-grid technologies.


Defining the issues of public policy and navigating the complex waters of California’s environmental policies, we are specialists in the California Environmental Quality Act (CEQA), the State’s greenhouse gas policies, air quality, water discharge, and the California Endangered Species Act.


Since 2015 Capitol Core has represented innovative and institutional members of California’s financial services industry. We have played a defining role in the property-assessed capital expenditure financing industry and represented small banks, investment firms, and other lending institutions.


Three members of Capitol Core’s senior staff come from California’s Building Industry Association representing builders/developers and energy providers on issues including CEQA, greenhouse gases, transportation, water supply, land reclamation, hazardous materials, and housing tax credits. By integrating our local government affairs services, we provide additional community outreach and entitlements for our land-use clients.


Building upon our environmental knowledge we represent clients before the Department of Natural Resources, California Energy Commission, and Department of Fish and Wildlife on endangered species to infrastructure.


Our team has extensive experience dealing with California’s State Budget and the appropriations requirements. We actively seek government funding for public projects and provide grant advisory services to all industry sectors.

Day-to-day we are involved in complex areas of data security requirements, digital-device identification, IOT privacy/security requirements, and data sharing.

Our focus is on water supply, transfer partner, water banking, surface and groundwater standards, drinking water supply/quality, and infrastructure projects.
